As prime contractor, Davillier-Sloan, Inc. (DSI) developed and is monitoring a program for assuring the payment of prevailing wages, utilization of apprentices, local hiring and local, minority, and female business participation in the $500 million Oakland Unified School District's (District) School Modernization Construction Program. As a consultant to the District, DSI has monitored the payment of prevailing wages and ensured that the District is compliant with all applicable labor laws governing public works projects for 200 construction projects. This service includes logging all certified payroll reports and a thorough review to confirm proper payment to workers and utilization of apprentices. This project requires DSI to work in coordination with many Community Based Organizations (CBOs), labor and management organizations, as well as the School Board and City of Oakland officials.
DSI is also part of a team that negotiated and is administering a PLA for the District. This is an innovative PLA that includes a Social Justice Program focused on the hiring of local residents. This responsibility requires DSI to work with the contractors, the unions, the Joint Apprenticeship Training Committees, the City of Oakland, and a wide range of CBOs
