DSI has been the lead negotiator or team member in negotiating PSAs for the County of Alameda, the Port of Oakland, Peralta Community College District, the Oakland Unified School District and the San Diego County Water Authority. DSI is currently managing or advising on the implementation of several PLAs. All have embedded programs for local capacity building.

DSI also has extensive experience in labor compliance. Since 2003, DSI has developed and managed more than 20 Labor Compliance Programs (LCPs) for contractors, K-12 school districts, community colleges, and other public agencies. This experience includes monitoring prevailing wages on projects with federal funds and in compliance with the Davis Bacon Act.

Extensive Experience in Labor Compliance

DSI also has extensive experience in labor compliance. DSI is certified by several public Agencies. The firm is certified by Alameda County as a Small Business Enterprise (SBE). DSI is certified as a Local, Small and Very Small Local Business Enterprise by the Alameda County Transportation Improvement Authority, and a Local Impact Area Business Enterprise (LIABE) by the County of Alameda. DSI is also certified as an SBE, and as a Very Small Business Enterprise (VSBE) by the Port of Oakland.

As a very young man, while working at Mare Island Naval Shipyard, I joined a small group of courageous African American men to fight against discrimination in hiring, training, promotions, and unequal pay at the shipyard. The group was led by the great Willie Long, one of my all-time heroes. 

I had seen and experienced discrimination both while serving in the Army and while working for the Navy. All the experiences gave me a strong feel for and understanding of the challenges and, indeed, barriers facing the poor and working-class African Americans. Adding to my understanding and, indeed, misery were the stupid and shocking murders of one of my brothers and one of my sisters.

For all of this, I decided to use my knowledge of Project Labor Agreements and labor compliance laws as a foundation and vehicle for increasing the number of African American workers in the building and construction trades and as professional engineers. All this has been done as part of my work as owner and president of Davillier-Sloan, Inc. (DSI), a labor-management company based in Northern California that provides services throughout the state.

DSI was established in 1985. Since then, my team and I have provided services to numerous public agencies, developers, program and construction project managers, as well as contractors. Through all this work, while building wealth for my family, I serve as an advocate for building the economic and political power of African Americans, especially for the poor and disadvantaged.
